Vintage 10K Yellow Gold enamel red white blue shield eagle W S S ? .8g estate

For your consideration is this vintage 10K Yellow Gold pin.   Enamel coloring - depicting a Shield, with wings(Eagle) and what could be a W with SS.   With white, blue & red bands.  See pictures - I do not know the organization this is representing.
Has a screw back.   Pin weighs .8 grams without the back.    Unmarked for any maker or metal content. This was acid tested with 10K acid scratch test and passed.   (could be 10K or 14K) - we just wanted to prove it was indeed solid gold..  so 10K minimum.
