This is an advertising give-away, or premium, mirror. The back is celluloid over tin. It reads: "COLUMBIA OPTICAL CO...The House Of Service - Wholesale Only...KANSAS CITY, MISSOURI - OKLAHOMA CITY, OKLAHOMA." It is not dated, but I would GUESS this is from around the 1920's or 1930's - give or take. It measures 3 & 1/2 inches wide. I would say the condition is FAIR to GOOD, but please see the pictures, read the description, and make your own grade. There are a few hairline splits in the celluloid on the back of the mirror. There are no chips or cracks on the glass, but there are scuffs on the reflective surface. It still displays very nicely, and is guaranteed to be old & original, or your money back.
